Yes, Silence. M'aiq is from Morrowind. Oblivion, too, but he's harder to find. That's... kinda the whole pretence we've been working under here; same deal with Jiub. xD
But enough of my snot-nosed ridicule; a patch for F.E.A.R. has just finished downloading. (Bestest game evar, buy nao.)

He's never in a definite place... you can either find him outside of the Leyawiin gate, Bravil, and I think Anvil. He runs between those three places, then stands there for a little while, then runs away. He runs super fast, so you can't catch up to him unless you have mad crazy speed enchantments with you. You can talk to him, but he only has rumors and it's Bethesda's way of making cracks at comments made on the official game forums.
Example: "M'aiq believes the children are our future. But he does not want them ruining all our fun."
In response to complaints that there were no children in Oblivion. There are a bunch of others. UESP wiki has a whole section on M'aiq in Oblivion, and another on M'aiq in Morrowind. In Morrowind he just kind of chills on an island southeast of Dagon Fel and does exactly what his name says: he lies to you.
Example: Multiplayer: "M'aiq does not know this word. You wish others to help you in your quest? Coward! If you must, search for the Argonian Im-Leet, or perhaps the big Nord, Rolf the Uber. They will certainly wish to join you." (Note to the oblivious: Neither of these characters exist)
Anyway... you can go looking for M'aiq info if you want. He's considered an Easter Egg in the game.

OMFG M'AIQ!! I just re-read that entire series of comics...and!!!
